How is the fee determined?
The Clayton County Water Authority established an annual budget for the new utility and then fees were established to meet this need.
Residential properties are billed $3.75 per month. Non-residential properties (such as commercial or multi-family) are billed based on the based on the actual amount of impervious surface located on their property. The actual impervious surface for these properties was determined by using aerial photography that was digitized and matched to the county's tax records.
Beginning May 1, 2007, CCWA customers receive a monthly stormwater fee on their water and sewer bills.
Clayton County property owners who are not currently serviced by the CCWA will also be included as a participant in the stormwater utility.
All money collected for stormwater will remain separate from the CCWA's water and sewer funds. Revenues will only be used for the operation and maintenance of the Stormwater Utility.
